By Russian laws, you can pay majority of fines with a discount within 20 days from the ordinance issue. If you have a fine that has discount, you will see it when checking for outstanding fines and will be able to pay it off for a half.

Нow Yandex.Fines Work
Specify the number of your driver's license or vehicle registration certificate.
Our application will instantly check whether any fines are to be paid: the amount of the fine, discount, issue date, and due date. We upload information from the State Information System (GIS GMP).
If something is found, you can pay right away from a bank card (Visa or MasterСard) or your Yandex.Money Wallet.
You will get the payment receipt to your email address.
You won't need to repeat entering document numbers for future paying or checking—our application will save them.
